The city continues to stay at the forefront.

The top five cities — Chennai, Pune, Hyderabad, and Mumbai — reflect persistent initiatives to enhance women’s safety, work prospects, and standard of living.

A total of 125 Indian cities were assessed in the 2025 edition of TCWI, which compared data with studies released since 2022. The rankings are based on a longitudinal inclusion indicator that monitors women’s career continuity, safety, and engagement in urban India.

Southern India leads with the highest averages across CIS, SIS, and IIS, reflecting a comprehensive approach toward women’s education, health, safety, and employment. Western India follows closely due to strong industrial ecosystems, while Central and Eastern regions continue to lag, especially in industrial inclusion.
