On 1 May 2025, the Maharashtra Government introduced the Aggregator Cabs Policy, sweeping new customer protection guidelines for cab aggregators like Uber, Ola, and Rapido. These landmark rules target the frustrating experience of commuters; you guessed it right. Yes! The unexpected ride cancellations leave customers scrambling for alternatives.

Compensation For Cancelling Rides

Under the new rules, if a driver cancels a ride after accepting it, the company must:

  • Provide a full refund of any amount already paid.
  • Pay additional compensation to the customer.

This is a win-win situation for consumers who use Ola, Uber, and Rapido. Many of us have faced the frustration of last-minute ride cancellations, often resulting in booking another ride at a higher price.

Other Important Guidelines

The new consumer protection guidelines don’t stop at compensation only. Here is something new for all the customers, which includes:

  • Companies must provide clear, fair estimates before booking.
  • A detailed receipt should be provided, showing the breakdown of the charges to the customers.
  • Customer support must be available for the user 24/7.
  • Companies must have a proper system to handle customer complaints.

The Maharashtra Government’s move comes after years of consumers’ complaints about the cancellation of rides, surge pricing, and poor customer service. These new rules will create accountability for the drivers and the companies to ensure better quality and a smoother riding experience for the customers.

As a customer, you will definitely have more rights when using these apps. If the driver cancels your ride, you won’t just get a refund, but also additional compensation for the inconvenience caused by the cancellation.

These new consumer protection measures are part of the Maharashtra Government’s efforts to improve service quality in the rapidly growing ride-hailing industry.

Why Was This Policy Needed?

The app cab sector has been facing a surge in passenger complaints over issues like arbitrary cancellation, higher prices, and safety lapses, especially impacting women. Until now, these platforms operated in a regulatory grey zone. This policy addresses that gap with concrete rules for licensing, operation, and conduct. Everything has to be taken care of.

Key Reforms For Passengers

  • Real-time GPS tracking and emergency buttons are now mandatory.
  • Police verification for all the drivers is compulsory.
  • For women, this is special—now you can opt for women drivers and co-passengers.
  • Surge fares capped at 1.5 times the base fare.
  • Driver cancellations or refusals will be penalised, with compensation credited to passengers.
  • Poor-condition vehicles will be removed from service.

The New Aggregator Cab Policy Empowering Drivers

The benefits don’t end here—the policy also safeguards drivers’ rights and their welfare:

  • Drivers must receive at least 80% of the fare from each ride
  • Access to training, insurance, and welfare benefits is mandated
  • Drivers receiving low ratings will face refresher training

Aggregator companies will now be required to:

  • Set up physical offices in Maharashtra
  • Install GPS in all cabs
  • Provide insurance to drivers and passengers
  • Ensure document verification and data security compliance under the IT Act, 2000

Implementation Of The Aggregator Cab Policy

The transport department will soon be releasing the detailed guidelines. The companies will need to update their application and operational procedures to incorporate the following:

  • Automated system for charging penalties
  • Enhanced cybersecurity measures
  • New driver training programmes
  • Modified payment structures

This step by the Maharashtra government was simply a necessity for every passenger, driver, and the platforms as well. These regulations promise to deliver safe, more reliable, and fair services for the millions of daily commuters.
