Dog Babu, son of Kutta Babu – no, it’s not a joke. It’s a government-issued residency permit from Bihar that’s making the internet howl, and the internet is constantly asking questions and laughing. The Election Commission of India (ECI) is in a difficult position as a result of the strange document that has gone viral.
It raises major worries about fake identities, poor documentation, and possible misuse of official records. The Supreme Court will hear important cases contesting the system that creates such absurdities now that the joke has gone viral.
Bihar Grants Certificate To “Dog Babu”

Yogendra Yadav, a member of Swaraj India, made fun of the Bihar government for granting a residence certificate to a dog in Patna, claiming that the same certificate is being studied for SIR, “while Aadhaar and ration cards are being called fake.”
Everyone’s attention, including Yogendra Yadav’s, was drawn to a strange incident from Bihar. The residency certificate was given to a dog from the Patna district of Bihar.
The residence certificate of Dog Babu has the digital signature of the Masaurhi Zone Office tax officer, Muran Chauhan, and was issued via the Bihar RTPS portal. The entire system is being examined due to concerns about the legitimacy of the certificate, which raises questions about how the tampering occurred.
‘Dog Babu’ is the name of the dog listed on the certificate (number BRCCO/2025/15933581). Mohalla Kaulichak, Ward No. 15, Nagar Parishad Masaurhi is the address that is listed.
The certificate number is 15933581/BRCCO/2025.
The Patna District Administration has confirmed that the applicant, the computer operator, and the official who gave the certificate to Dog Babu have all been the subject of a formal complaint filed at the local police station.
Yadav wrote in a post on X, observing the strange certificate, “Observe it for yourself! A dog in Bihar received a residence certificate on July 24. While Aadhaar and ration cards are considered fraudulent, this identical certificate is recognized in Bihar under SIR. Look at the picture and identify yourself: ‘Dog Babu,’ with the mother’s name being Kutiya Babu and the father’s name being Kutta Babu, and the address being Kaulichak Mohalla, Ward Number 15, Masaurhi Municipal Council.”
The Supreme Court Is Criticizing SIR
Meanwhile, Bihar’s Special Intensive Revision of the voting registers is creating a separate but connected storm. According to a number of decisions by the Supreme Court, the ECI has overreached itself by interfering in citizenship matters, which belong to the Home Ministry, in violation of the Constitution. The orders that began the reform process on June 24, 2025, are the source of concern that many individuals will lose their right to vote.
“Why is the ECI getting into the citizenship domain through SIR?” was one of the pointed questions the Court posed during hearings on July 10. They were curious as to why crucial documents such as voter ID, ration cards, and Aadhaar were not being examined. Notwithstanding ECI’s assertions, the Court ruled that ECI’s role does not include verifying citizenship.
What Is The Connection Between The Two Cases
Despite their unrelatedness, both incidents highlight a larger issue with holding public servants and politicians responsible. The dog certificate issue demonstrated issues with digital signature control and document authentication. It also raises concerns about institutional overreach, unclear methods, and the possibility of people losing their political rights.
Something has obviously gone to the dogs, literally, when “Dog Babu, son of Kutta Babu,” has easier access to government services than an ordinary citizen. Officials are no longer able to hide behind technical difficulties or silence as jokes spread online and the system is revealed. It’s time for the bureaucracy to take control of itself.
