The total spending on this project has reached Rs 180.10 crore so far.

This is not a small upgrade. It is one of the largest digital infrastructure transitions undertaken by the government in recent times.

The migration process was handled by the National Informatics Centre, which played a key role in executing and managing the project.

The selection of Zoho was not random. It followed a structured and competitive bidding process conducted through the Government e-Marketplace.

Vendors had to go through a proof of concept stage. In this phase, shortlisted companies demonstrated their solutions to government user groups.

Only after evaluating performance, reliability, and security, was Zoho selected as the Master System Integrator.

This ensures that the decision was based on technical capability and suitability, rather than convenience.

 

Focus On Data Security And Sovereignty

One of the biggest reasons behind this move is data control.

The government has made it clear that the objective is to build a secure and sovereign email system. This means all data and intellectual property remain under government ownership.

Mailboxes offer storage between 30 GB and 100 GB. This pricing model ensures flexibility. Departments can choose plans based on their requirements. While the overall cost may seem high, it reflects the scale of the project and the infrastructure involved.

 

Usage-Based Payment Model Explained

Another important aspect is the payment model. The government is following a usage-based system. This means payments are made based on the number of accounts that have actually been migrated and are active.

This approach helps in better cost management. Instead of paying upfront for the entire system, expenses are aligned with actual usage. It also allows gradual expansion without unnecessary financial pressure.

The scale of this project has grown quickly. Earlier, in December, around 12.68 lakh email accounts had been migrated. Now, that number has increased to 16.68 lakh.

This shows how rapidly the system is being adopted across departments. Out of the earlier figures, approximately 7.45 lakh accounts belonged to central government employees. This highlights the wide reach of the initiative.
